The City of Sunrise has allocated funding from the American Rescue Plan Act (ARPA) to the Blue Tarp Roof Repair and Replacement Program for homesteaded single-family homes located east of Pine Island Road. Beginning on March 7, 2024, the program introduced an application allowing Sunrise residents with eligible homes to seek roof assembly repairs or replacements. For the purpose of this program, "Blue Tarp" is defined as any type or color of waterproof general-purpose tarp that has been temporarily fastened to a damaged roof to prevent water intrusion.
The program application will remain available until the deadline of August 9, 2024 on a first-come, first-served basis, contingent on the availability of program funding to qualifying applicants.
SECTION 1: PROGRAM ELIGIBILITY
In order to qualify for this Program, the Applicant must meet each of the following criteria:
- The Applicant has not received any insurance funds for roof repair or replacement.
- The Applicant has not received any other grant funds for the Roof Repair and Replacement and Residential Rehabilitation programs. Applicants will be required to submit an affidavit to confirm.
- Only homeowners are eligible to apply and their properties must have homestead exemptions.
- The Applicant must have experienced at least one of the following during the time period of March 1, 2021 through April 10, 2023:
- Unemployment during the public health emergency of COVID-19.
- Experienced increased food or housing insecurity during the public health emergency of COVID-19.
- Qualify as low-to-moderate income per the latest Federal income guidelines.
- Qualify for the Children’s Health Insurance Program, Childcare Subsidies through the Child Care Development Fund (CCDF) Program—such as Early Learning Coalition or Head Start Programs—or Medicaid.
- The Applicant must own the single-family home, which must be homesteaded and which must be located east of the centerline of Pine Island Road within the City’s geographical limits.
- Only roof assemblies, in need of repair or replacement, that have been properly permitted and have obtained all required inspections for the construction of the entire roof assembly will be eligible to participate in this Program. If there are any illegal roof additions to the original permitted single-family home, the home will not be eligible to participate in this Program.
SECTION 2: PROGRAM BACKGROUND
Due to COVID-19, many residents temporarily experienced unemployment, and food or housing insecurity. The American Rescue Plan Act (ARPA) was signed into law by President Biden on March 11th, 2021 to establish the Coronavirus State and Local Fiscal Recovery Fund which is intended to provide support to State, local, and Tribal governments in responding to the impact of COVID-19.
On August 10th, 2021 the City of Sunrise Commission accepted the American Rescue Plan Act (ARPA) grant which was set in place by the Federal Government, via Resolution No. 21-103. This funding allows the City to establish support programs to assist the community.
On September 13, 2022, as part of the ongoing efforts to help the community recover from the pandemic, the City of Sunrise Commission approved the Blue Tarp Roof Repair and Replacement Program and authorized City staff to move forward with creating and administering the program.
