Lobbyist Registration Overview
The City of Sunrise designed a comprehensive means of monitoring lobbyists' activities, expenditures, and compensation in order to preserve and maintain the integrity of the governmental decision-making process. As such, lobbyists are required to register annually each fiscal year with the City Clerk and identify the principal for whom he or she lobbies. Lobbyists are also required to file annual expense reports. Lobbyists’ meetings with elected officials, including the subject matter of such meetings, are made public through the Lobbyist Contact Log. Additionally, the City of Sunrise prohibits lobbying activity in connection with the City's procurement process.

A lobbyist is a person who is retained, with or without compensation, for the purpose of lobbying; or a person who is employed by another person or entity, on a full-time or part-time basis, principally to lobby on behalf of that other person or entity. "Lobbyist" does not include a person who is:

  • An elected official, employee, or appointee of the City of Sunrise, Broward County or of any municipality within Broward County communicating in his or her official capacity;
  • An individual who communicates on his or her own behalf, or on behalf of a person or entity employing the individual on a full-time or part-time basis, unless the individual is principally employed by that person or entity to lobby;
  • An employee, officer, or board member of a homeowners' association, condominium association, or neighborhood association when addressing, in his or her capacity as an employee, officer, or board member of such association, an issue impacting the association or its members; or
  • An employee, officer, or board member of a nonprofit public interest entity (e.g., Sierra Club, NAACP, ACLU) when addressing an issue impacting a constituent of that entity.

Registering as a Lobbyist
There is no fee to register as a lobbyist. 

Please use the Lobbyist Registration Statement FY 24/25 to register as a lobbyist for FY 2024/2025, which covers a period from October 1, 2024 through September 30, 2025. 

If you were a lobbyist in FY 2023/2024, which covered a period from October 1, 2023 through September 30, 2024, please file the Lobbyist Expenditure Report by October 15, 2024.

Lobbyist Contact Log
In accordance with Broward County Ordinance 15-55 and to promote full and complete transparency, lobbyists who lobby an Elected Official must, contemporaneously with the lobbying activity or as soon thereafter as is practicable (but in any event within three (3) business days after the lobbying activity occurs), complete a contact log.  The lobbyists' obligation to complete the Lobbyist Contact Log  applies regardless of the location of the lobbying activity and applies whether the activity occurs in person, by telephone, by electronic communication, by video conference, or in writing. Registered lobbyists should use the City of Sunrise Lobbyist Contact Log login screen to document any lobbying activity.
